Canon Not Yet Established
There was fluidity in texts at this time, since the canon had not yet been set. The Pentatuech was fairly well standardized by 400 BCE since the SP and the MT are quite similar. The prophets were probably canonized by 200 BCE and the writings not until later.
No copy of Ruth was found at Qumran. Some Apocryphal books were found, but were not accepted into the Hebrew canon.
